Missouri VINELink Custody Coverage
MOVANS stands for Missouri Victim Automated Notification System. It is a search and notice channel for covered custody and court events. For local jails and detention centers, current registration begins through VINELink or MOVANS. The public guide lets a user select Missouri and choose a custody or offender search, court case, or protection-order search. Each category has its own registration.
Coverage must not be overstated. The statewide research found no official complete list proving that every municipal or county facility supplies data. Federal BOP and ICE records are not VINELink jail records. MODOC custody notification also uses a separate route through DOC Office of Victim Services. A county roster, VINELink record, and MODOC result can therefore describe different parts of the same person’s path.

Search a Missouri Inmate
A precise identifier reduces the risk of choosing the wrong person. The MOVANS public guide permits a first-and-last-name or offender-ID search. A court case can also be searched by case number. Partial names may produce results that require an account before more identifiers appear. Compare the full name, agency, ID, and case details rather than relying on one familiar fact.
- Open VINELink and select Missouri.
- Choose custody or offender search for a local-jail status. Choose court case only when the event sought is part of the court docket.
- Enter the offender ID when known. Otherwise use the full first and last name, then test a documented spelling or alias if needed.
- Open the likely match and compare the holding agency and available identifiers.
- Read the status in the context of that agency. A local-jail release does not prove that MODOC, BOP, ICE, or another county did not receive the person.
- Contact the named custodian when the result conflicts with a direct agency record.

The category selected at registration controls which later events can generate an alert.
If the person has left a county roster, begin with the physical jail that held the person. Some Missouri counties use regional or neighboring facilities, so the arresting county and the record custodian may differ. The statewide County Directory routes a local question to the county source without pretending each county runs its own jail.
Missouri VINELink Release Fields
VINELink is most useful when each displayed field is tied to the system that supplied it. A custody status reports what the participating source says now. The location names that source. An ID strengthens the match. A notice option shows which events can be registered. These data do not become a permanent release archive once a person drops from the active feed.

A “released” status is limited to the source shown. It may mean the person left that jail while remaining on probation, parole, conditional release, or another hold. A transfer also ends one agency’s custody without establishing community release. For a state-prison case, the active MODOC search can show a field assignment after institutional custody ends.
MOVANS should be used as a cross-check and notice tool. DPS warns users not to rely on it alone. A release record, court disposition, MODOC status, or federal locator result may be needed to answer a question that the notification system cannot settle.
Note: Registering for custody alerts does not automatically register the same person’s court case, so each desired category must be selected separately.
Register Missouri Release Alerts
Missouri now sends covered MOVANS alerts by SMS text or email. More than one destination can be registered. Registration should be repeated for each notification category that matters because custody, court, and protection-order events are distinct. The Quick Tips material says an offender ID or case number improves matching when names are shared.
- Locate and verify the correct person or court case before registering.
- Select the specific custody or court notification category.
- Choose SMS text, email, or both and provide the required destination.
- Complete the account or verification steps shown by the service. Follow the confirmation message so the registration becomes active.
- Add a second email or text destination if useful and permitted.
- For MODOC custody, use DOC Office of Victim Services rather than assuming the local-jail registration carries over.
- Keep the agency’s direct contact route because an alert can be delayed or limited by source data.
Missouri’s public MOVANS guide supplies the search categories and registration framework. The companion Quick Tips page clarifies that separate registrations are needed and that IDs help with same-name cases. Neither source supports a promise that every facility or event is covered.
Can a registrant still ask for phone calls? Not through the post-transition MOVANS service. Missouri ended telephone and app notifications. SMS and email remain the stated delivery methods.
Missouri MOVANS Changed in 2026
Missouri made a major notification change on May 5, 2026. The Missouri State Highway Patrol Criminal Justice Information Services division assumed data and information-sharing functions previously supplied through VINELink. The dated notice ended phone and VINELink app alerts while preserving SMS and email. People who had not updated their registrations by the announced deadline had to register again, while existing text and email registrations required no action.
The current system also keeps a distinctive split. Local-jail custody and statewide court-event registration starts through VINELink or MOVANS. MODOC-custody registration stays with DOC Office of Victim Services. Older Missouri instructions that tell a user to register once for an app or automated call are legacy instructions when they conflict with this dated change.
The DPS transition announcement is the controlling source for the change.
Its date and delivery rules should be checked whenever older VINELink instructions still appear online.
A registration made before the transition may still work if it already used text or email. Yet a person who relied on phone or app delivery needs a current SMS or email registration. The safe check is to confirm the registration in the present system and keep the direct custodian’s contact details.
Missouri MODOC Notification Route
A person under the Missouri Department of Corrections does not use the local-jail route for every notification need. DOC Office of Victim Services remains responsible for MODOC custody registration. The active offender search separately includes people in institutions and people under active probation or parole supervision. It excludes discharged offenders.
This active-only design affects a release check. A field assignment may confirm that prison custody ended and MODOC supervision continues. It does not mean the sentence is discharged. If no active result appears and final discharge is plausible, use the nightly Sunshine Law offender file. That historical file includes current and former MODOC supervision and documents minimum and maximum sentence-date fields.
The MODOC search should be matched by DOC number when possible. Name searches include aliases, but they still require comparison with identifying, county, cause-number, and sentence details. If the issue is a Board decision or the current office, contact the relevant institutional or field office. VINELink is not a substitute for those state corrections records.
Note: A local MOVANS release alert and an active MODOC field record can both be correct when custody ends but supervision continues.
Federal Release Checks in Missouri
VINELink does not cover federal Bureau of Prisons custody. The BOP Inmate Locator covers federal inmates from 1982 forward. A search can use the register number in the five-digit, hyphen, three-digit format, or a name with optional age, race, and sex filters. Results can show name, register number, age, race, sex, release date, and location.
The BOP Inmate Locator is the official federal route.
A “Released” or “Not in BOP Custody” result means only that BOP no longer holds the person.
BOP warns that a person may be in another system or under supervised release, and dates can change during sentence recalculation. Its release statistics exclude transfers to state custody, ICE, and treaty transfers. That is why a federal institutional exit should not automatically be called a community release.
ICE has its own Online Detainee Locator. It covers current ICE custody, qualifying extended CBP custody, and people released from ICE custody within the preceding 60 days. Searches use a nine-digit A-number plus country of birth, or exact name and country of birth with optional birth date. Minors are excluded, some records may be withheld, and intake can lag. A miss is not confirmed release.
Confirm a Missouri Release
Use the result to identify the agency, then confirm with that agency. For a participating local jail, request the custody or release record from the sheriff, jail, or regional facility that held the person. For a MODOC case, compare the active search, historical file, and assigned office. For a federal case, use BOP. For immigration custody, use ICE. Missouri Case.net can show charges, judgment, and docket events after a jail roster changes, but a court entry does not prove the physical exit time.
A practical order is: identity, custody system, live status, persistent record, then direct confirmation. Save the data timestamp. Copy field labels exactly. Note whether the source says released, transferred, field supervision, discharged, or not in custody. Each phrase has a narrower meaning than “free from all custody.”
